On January 20, 2021, Ilya Chvala, Deputy Director for Research and Monitoring of the Federal State-Financed Institution “Federal Center for Animal Health”, took part in the first meeting of the Commission on Economic Affairs under the CIS Economic Council in 2021. The Republic of Belarus is the chairman of the deliberative body this year.

One of the items on the agenda was the consideration of information on the implementation of the "Set of Joint Measures of the CIS Countries for avian influenza and Newcastle disease prevention and control for the period until 2025" for 2019 — 2020. This Set of Measures was approved by the Decision of the Heads of the CIS Governments on October 25, 2018, and the FGBI “ARRIAH” acted as its main developer and coordinator.

The epidemic situation on avian influenza and Newcastle disease remains extremely tense throughout the Eurasian continent, and the poultry industry of the CIS member states is still at a high risk. The infection persists in the neighboring regions and countries such as China, Iran, Turkey and Pakistan, which poses a threat of the disease introduction into the territory of the CIS member states.

The participants were presented with the analysis of the activities carried out during the reporting period, it was demonstrated that the CIS member states are actively working on the implementation of the Set of Joint Measures. Each state evaluates the performance of the veterinary services, there is a national regulatory framework regulating the list of activities aimed at avian influenza and Newcastle disease control, there are national plans for avian influenza and Newcastle disease monitoring, as well as measures for the disease prevention. At the same time, most member states have an AI and ND free status in compliance with the OIE Terrestrial Animal Health Code criteria.

Recommendations were made to improve certain measures, also by using scientific and laboratory capacities of the FGBI “ARRIAH” (since 2018 — the OIE Reference Laboratory for highly and low-pathogenic avian influenza and Newcastle disease), such as joint research on AI and ND virus identification (in particular, in wild migratory bird populations), the study of biological properties of pathogens, replenishment of national strain collections, participation in training activities and interlaboratory comparisons. The presented information was approved and the implementation of the “Set of Joint Measures of the CIS Countries for avian influenza and Newcastle disease prevention and control for the period until 2025» will be continued in full.
